Who We Are:

The Northern Kentucky Agency for Substance Abuse Policy (NKY ASAP) Board was formed in 2000 with funding provided by the Kentucky Office of Drug Control Policy to develop a strategic plan to reduce the prevalence of alcohol, tobacco, and other drug use among youth and adult populations in Northern Kentucky (NKY), and to help coordinate efforts among local and state agencies.

Our work spans across the following eight-counties of Northern Kentucky:

Boone, Campbell, Carroll, Gallatin, Grant, Kenton, Owen, Pendleton

NKY ASAP embraces and incorporates the philosophy of the Office of National Drug Control Policy to involve the three-pronged approach of prevention, treatment, and law enforcement.

We are a state-mandated board whose work is focused on changing the environment to reduce the impact of substance use in Northern Kentucky, and to create and maintain a structure that provides a unified voice, as well as resources in the areas of prevention, treatment, and law enforcement.

  • Prevention/Education Projects and Programs: include awareness campaigns and marketing, training events, alternative activities, prevention, and education activities.
  • Treatment Projects and Programs: include treatment vouchers, transportation for treatment, smoking cessation, recovery programs, medically assisted treatment, and access to treatment options.
  • Enforcement Projects and Programs: include school resource officer stipends, law enforcement equipment, portable breathalyzers, law enforcement overtime, and other law enforcement related expenditures.
  • Harm Reduction Projects and Programs: include public health approaches that focus on mitigating the harmful consequences of drug use, including transmission of infectious disease and prevention of overdose, through provision of care that is intended to be free of stigma and centered on the needs of people who use drugs.

Our governing body includes up to 30 individuals from the following community sectors:

Permanent Members (15 Board Positions)

  • County Judges Executive from each of the eight counties
  • Executive Director of community mental health center
  • Additional representative of the community mental health center
  • Executive Director from each of the two regional health departments
  • Coordinator of a Family Resource or Youth Service Center in region
  • Superintendent of local school district
  • Service Region Administrator of the Cabinet for Families and Children, Department of Community Based Services or designee

Non-Permanent Members (15 Board Positions)

  • One member from the convening agency/fiscal agent

Members from any of the following community sectors:

  • Business
  • Religious Organization
  • Judicial System
  • Law Enforcement
  • Media
  • Health Care
  • Groups or local leaders whose mission is to provide alcohol, tobacco, and other drug prevention and/or treatment
  • Members of existing health or related strategic planning initiatives
  • Local college
  • Youth
  • Parent
  • Teacher or other school personnel
  • Senior Citizen Interest Group

Our Work

The Board works to develop and oversee implementation of a strategy which:

a. Engage all sectors of the region in the development of the strategy;
b. Includes a formal needs assessment and available services in the strategy  at least every 5 years;
c. Serves as a long-term regional strategy that is designed to reduce the use of alcohol, tobacco and other drugs and to promote effective treatment;
d. Enables the Board to assist in overseeing and coordinating the implementation of the regional strategy and public and private programs related to all substance use, prevention, cessation, and treatment; and
e. Considers all regional resources, both private, public, for-profit, and non-profit in the development of the strategy.

About Us

Committees:

Executive Committee
Supports the Board in identifying potential projects, assuring that they are aligned with the vision, mission and best or promising practices. This Executive Committee works with the fiscal agent to develop the annual application, mid-year and final reporting, and to address harm reduction applications as relevant.

Organizational Development-
Works to ensure proper Board membership, new board member orientation, and ongoing support for all board members. They provide leadership to ensure that the Policy and Advocacy and Best Practices and Training Committees meet annual fiscal year SMART goals.

GET INVOLVED:

Best Practices and Policy Committee-
Works to operationalize the NKY ASAP Strategic Plan by providing education about policies related to problem substance use, addiction, and emerging drug trends to encourage advocacy for our communities’ best interest. Goals for the committee are to 1) promote and support the inclusion of best practices that impact substance use in Northern Kentucky; and 2) to coordinate cross systems training and to educate referral systems on evidence-based practices and levels of care.
